Planners and investors in the partial breakaway states in and around the center of the country are no longer in dangers of seceding as it has been defined for the past several decades. Leaders in the coastal regions along with those from satellites states on both the western and eastern edges of the continent have effectively acknowledged the new region of the country no longer wishing to participate in constitutional norms and laws. No official name has been given to this region, but it tends to be referred to by inhabitants, planners, and investors as the Middle Lands sector.
As has been reported since the original peaceful insurrection in 2038, this new sector of the country will continue to be considered part of the United States, however all statutory boundaries and taxing authorities will be eliminated. Municipalities in the region have full self-rule and will arrive at funding mechanisms under the auspices of local rule and determination. Preferred taxation is through recommended min-max 10% income reporting. Sales tax is limited to 1% for every financial transaction that is not cash based. Investor ownership and curation of public works and utilities are fully supported.
Still under consideration, as has been noted in these dispatches for the past year, are general public bans on mobile telecommunication and entertainment systems and voltage-based transportation systems. A coalition of planners and investors for the entire region is currently in negotiations with western and eastern coastals to become the repository of choice for the final inventory of combustion based vehicles, vans, buses, and trucks along with all excess parts and components that were in circulation prior to the 2036 final drop-deadline for EVs.
Monitoring agencies of the demographic flux that has been underway related to these dramatic shifts and changes estimate that nearly 85% of the necessary changes and moves by properly designated families and individuals have taken place. Groups with dual designation due to multiple racial affiliations have shifted domiciles for the most part to appropriate destinations. Most of the remaining 15%, some 900,000 individuals are spread throughout both of the coastals and middle sectors. Accounting with this group is by no means accurate, as far as this publication can determine, due to the nature of blended physical appearances.
Final preparations are in place for border establishment and ingress/egress activity limitations through the cities of St. Louis, Chicago, Denver, Dallas and Cincinnati. Airports in those five cities are preparing inspection and technology storage facilities for visitors.
